EEE Is Back in Massachusetts Mosquitoes. Here’s What Veterinarians and Horse Owners Need to Know
Massachusetts has confirmed its first Eastern equine encephalitis-positive mosquitoes of 2026, raising the risk level in four Plymouth County communities and putting mosquito precautions—and equine vaccination—back in the spotlight.
Eastern equine encephalitis virus has officially been detected in Massachusetts mosquitoes for the first time this year, prompting state public health officials to raise the EEE risk level in several Plymouth County communities.
The Massachusetts Department of Public Health announced that mosquito samples collected August 17 in Kingston tested positive for EEE virus. So far, there have been no confirmed human or animal cases of EEE in Massachusetts in 2026, but the finding is enough to raise the EEE risk level to moderate in Carver, Halifax, Kingston, and Plympton.
The timing is somewhat encouraging. Massachusetts officials noted that this is relatively late in the mosquito season for the state's first EEE-positive mosquito detection, which gives the virus less time to reach the very high activity levels seen during some previous outbreaks. Still, public health officials aren't dismissing the finding, particularly because West Nile virus is also circulating in mosquitoes in Massachusetts this summer.
“Today’s finding alerts us to the presence of EEE in Massachusetts this year,” Public Health Commissioner Robbie Goldstein, MD, PhD, said in announcing the results. He urged residents to take mosquito precautions while spending time outdoors during the remainder of the summer.
For veterinarians and horse owners, the announcement is also an important reminder that EEE isn't only a human public health concern. Horses are particularly vulnerable to the neurologic disease, and unlike people, they have the enormous advantage of having vaccines available to help protect them.
A Rare Disease With Devastating Consequences
EEE is transmitted primarily through the bite of infected mosquitoes. Human infections are rare, but when severe neurologic disease develops, the consequences can be devastating.
Massachusetts knows that history particularly well.
During the state's 2019 EEE outbreak, 12 human cases were reported and six people died. Another five human cases and one death occurred in 2020. EEE returned in 2024, when Massachusetts reported four human cases and one death. There were no human cases reported in 2021, 2022, 2023, or 2025.
State epidemiologists say EEE activity in Massachusetts tends to occur in cycles rather than at consistent levels every year. That makes mosquito surveillance particularly important because infected mosquitoes can provide an early warning that the virus is circulating before human or animal cases appear.
“When EEE is found in mosquitoes later in the season like this, there is less opportunity for the risk to increase to very high levels,” State Epidemiologist Dr. Catherine M. Brown said. “But anytime EEE virus is in mosquitoes, it can be spread to people.”
That same warning applies to horses.
For Horses, Vaccination Changes the Equation
EEE is one of the mosquito-borne diseases horse owners and equine veterinarians take particularly seriously because infection can lead to severe neurologic illness. Once clinical disease develops, treatment is largely supportive, making prevention especially important.
Massachusetts officials are urging horse owners to speak with their veterinarians about vaccination against both EEE and West Nile virus. With both viruses now part of the mosquito conversation in the state, this is also a good time for veterinary teams to identify horses that may be overdue for vaccination or whose risk warrants discussion of additional protection.
Vaccination is only one piece of prevention. Reducing mosquito exposure around barns and paddocks can also help lower risk.
Water troughs are a particularly easy place to start. Standing water creates excellent mosquito breeding habitat, and Massachusetts officials recommend flushing troughs at least once a week during the summer. Buckets, tires, wading pools, and other containers capable of holding rainwater should also be emptied or removed whenever possible.
Because many mosquitoes are most active between dusk and dawn, bringing horses into indoor stalls at night may further reduce exposure. Veterinarians can also help owners choose mosquito repellents that are appropriate for use on horses.
The goal isn't to eliminate every mosquito on a farm—good luck with that—but to reduce opportunities for mosquitoes to breed and limit the number of bites horses receive during periods of greatest activity.
EEE Is Also a One Health Warning
The detection in Kingston is a good example of why mosquito surveillance matters to veterinary medicine even before a sick animal walks through the door.
Mosquitoes don't care about the boundaries between human medicine, veterinary medicine, and wildlife. The same environmental conditions that allow mosquito-borne viruses to circulate can create risks for multiple species simultaneously, making diseases such as EEE and West Nile virus classic One Health problems.
Monitoring mosquito populations gives public health and veterinary officials an opportunity to recognize changing risk before clinical cases begin accumulating. It also gives veterinarians a chance to remind clients about vaccination and mosquito control while prevention can still make a difference.
For companion animal veterinarians, the announcement may seem less immediately relevant than it does for equine practitioners, but it remains useful information to have when talking with clients. Many dog and cat owners also own horses, spend time outdoors with their animals, or live in areas where mosquito activity is high. Veterinary professionals are often among the people clients turn to when an animal-related disease suddenly begins appearing in local news.
Late in the Season Doesn't Mean No Risk
The fact that Massachusetts didn't detect its first EEE-positive mosquito sample until mid-August is better news than discovering widespread activity early in the summer. It doesn't mean mosquito season is over.
State officials are asking residents to continue using EPA-registered mosquito repellents, wear clothing that reduces exposed skin when practical, and be particularly aware of mosquito activity between dusk and dawn. Around homes, eliminating standing water and keeping window and door screens in good repair can further reduce exposure.
For horse owners, the same principle applies around the barn. Mosquito control should continue through the remainder of the season, and vaccination status deserves attention now rather than after an equine case is reported nearby.
Massachusetts also requires suspected animal cases of EEE or West Nile virus to be reported to state animal health and public health authorities, allowing officials to continue tracking where viral activity is occurring.
For now, there are no reported human or animal EEE cases in Massachusetts this year, and the state's first positive mosquito detection came relatively late in the season. Those are both reassuring details.
But an EEE-positive mosquito means the virus is here.
And when it comes to a disease capable of causing devastating neurologic illness in horses and people, that's enough reason to pay attention.
